On Tuesday, 21 October 2025, Hamid Rand, a Baloch fuel carrier, was killed due to direct and unlawful shooting by coast guard forces in the Gwatar area, a district of Chabahar County. This incident constitutes a clear violation of the right to life, as enshrined in the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.
Incident Details
According to reports, coast guard forces pursued a fuel-carrying vehicle driven by Hamid Rand along the road leading to shrimp farms in Gwatar on the morning of the incident. Without prior warning or adherence to legal protocols, the forces opened continuous fire. Eyewitnesses confirm that bullets struck the driver, resulting in his immediate death at the scene. This act represents the disproportionate and unlawful use of force, in violation of international human rights standards.
Following the incident, the coast guard forces removed Hamid Rand’s body from the scene. No official information has been provided regarding the whereabouts of his body or subsequent legal actions, raising concerns about transparency and the potential concealment of evidence, further violating the family’s right to information and justice.

Baloch fuel carriers, driven by widespread unemployment and dire economic conditions in Sistan and Balochistan, resort to this hazardous trade, which frequently exposes them to structural violence. According to data compiled by the Balochistan Human Rights Group, from the beginning of 2024 until its end:
- At least 479 fuel carriers have been killed or injured in incidents involving military shootings, road accidents, landmine explosions, fires, and drownings.
- Of these, 253 individuals were killed, and 226 were injured.
