Extensive Destruction of Agricultural Land and Grave Violations of the Fundamental Rights of a Baloch Farmer in Jabrabad, Delgan


The Balochistan Human Rights Group reports that on Wednesday, December 24, 2025, Iranian security and military forces carried out a retaliatory, arbitrary, and unlawful operation resulting in the widespread destruction of agricultural land and facilities belonging to a Baloch citizen in the Jabrabad area, located 15 kilometers from the city of Delgan. This action constitutes a clear violation of the inviolability of private property, the right to lawful ownership, and the prohibition of arbitrary interference with civilians’ property, as enshrined in Article 17 of the Universal Declaration of Human Rights and Articles 22 and 47 of the Constitution of the Islamic Republic of Iran.


This operation followed the failure of security forces on December 21, 2025, to arrest a Baloch citizen in the same area. Subsequently, acting on the order of the Delgan prosecutor, the military forces targeted and destroyed the agricultural land where the earlier confrontation had taken place—an approach that amounts to collective punishment, violates the principle of individual criminal responsibility, and stands in direct contradiction to the presumption of innocence and the right to a fair trial guaranteed under Article 11 of the Universal Declaration of Human Rights, Article 14 of the International Covenant on Civil and Political Rights, and fundamental principles of criminal procedure.


According to received information, the destroyed land belonged to Amir Bamari, son of Cheragh. Military forces claimed that a Baloch citizen named Iraj Bamari had briefly been present on the land on the day of the confrontation. Even if such a claim were accurate, it cannot legally justify the destruction of a third party’s property without proof of criminal responsibility, a final court ruling, or adherence to due legal process. Such actions violate the principle of personal liability, the prohibition of punishment without judgment by a competent court, and the protection of the rights of individuals with no connection to the alleged offense.


During the raid, military forces completely demolished the agricultural water-pump structure, disabled the water engine, uprooted electricity poles and infrastructure, cut down palm trees and other fruit trees, and destroyed all crops. These acts effectively eliminated the sole source of livelihood for this Baloch farmer and his six-member family, including five children. This constitutes a direct violation of the right to an adequate standard of living and economic security as guaranteed under Article 25 of the Universal Declaration of Human Rights, and contravenes states’ obligations to protect civilians’ livelihoods and refrain from destroying property essential to survival.


Amir Bamari stated with deep distress that he had invested all his assets and life savings into establishing the water pump and cultivating the land, only to see everything destroyed without any effective judicial order, without the opportunity to challenge the action, and without compensation. This situation represents a clear violation of the right to effective access to justice, the right to reparation, and the principle of accountability of state authorities for actions that infringe upon citizens’ fundamental rights.


As of the time of this report, judicial and security authorities in Delgan have provided no explanation regarding this unlawful operation, the extent of the damages incurred, or the legal responsibility of those involved. This silence has intensified concerns over the continued use of retaliatory practices, the instrumentalization of judicial and security power, and the systematic disregard for the fundamental rights of Baloch citizens across Balochistan.


The Balochistan Human Rights Group emphasizes that the continuation of such arbitrary actions not only violates Iran’s national and international human rights obligations, but also inflicts severe and lasting harm on human security, the livelihoods of marginalized families, and public trust in the justice system.
