Adoption of the Resolution on the Human Rights Situation in Iran at the Third Committee of the UN General Assembly

According to the Balochistan Human Rights Group, moments ago on 19 November 2025, the resolution on the human rights situation in the Islamic Republic of Iran was adopted in the Third Committee of the United Nations General Assembly with 79 votes in favour, 28 against, and 63 abstentions.
This resolution, which has been adopted every year since 2020 in the Third Committee with a stable majority (between 77 and 79 votes in favour), once again demonstrated the serious concern of the international community over the widespread and systematic human rights violations in Iran, particularly the suppression of ethnic and religious minorities, including the Baloch people.
Key highlights of today’s vote:
- Relative stability in favourable votes (79 votes, same as last year)
- Gradual decline in opposing countries from over 30 in previous years to 28 over the past three years
- Disappointing news: India (new member of the Human Rights Council) shifted from “abstain” to “against”
- Positive developments:
- Mauritania changed its vote from “abstain” to “in favour” for the first time
- Republic of the Congo moved from “against” to “abstain”
- Haiti, which previously did not participate in the vote, voted in favour this time
- Small island states Antigua and Barbuda, Samoa, and Tuvalu also joined the supporters
The final vote on this resolution will take place at the plenary session of the UN General Assembly in December. Based on past trends, countries such as Kiribati and Seychelles may join the supporters, while Bolivia may shift to the opposition — meaning the final result could be even better than last year.
During the session, the Islamic Republic of Iran, as usual, called the resolution “politically motivated and lacking legitimacy,” claiming that the impact of sanctions and “attacks by Israel and the United States” had been ignored. Venezuela, Belarus, Pakistan, Cuba, North Korea, Russia, and Nicaragua supported Iran’s position.
In contrast, Canada (the main sponsor of the resolution), along with Australia, Denmark (on behalf of the European Union), and the United Kingdom defended the resolution. The United States and China also stated their positions after the vote, without affecting the outcome.
The Balochistan Human Rights Group welcomes the adoption of this resolution and considers it an important step in officially documenting the Iranian regime’s crimes against the Baloch people — including widespread executions, systematic repression, and deprivation of the most basic rights — and calls on all governments to strongly support this resolution at the December plenary session of the General Assembly.
