Prepared by Special Rapporteur Mai Sato, the report examines aspects of human rights violations in Balochistan, citing reports from the &#8220;Balochistan Human Rights Group (BHRG)&#8221; and other information received from human rights organizations.<\/p>\n\n\n\n<p>In the section regarding the use of force, the report states that &#8220;the use of unlawful lethal force against Baloch fuel carriers (sookhtbar) has been reported.&#8221; This issue is evaluated within the broader framework of repression against marginalized groups and is documented based on information provided by entities including the Baluchistan Human Rights Group. Regarding the death penalty, the report\u2014citing data collected by BHRG and others\u2014emphasizes that &#8220;at least 149 Baloch were executed in 2025,&#8221; adding that &#8220;the Baluchi community is disproportionately targeted in drug-related cases.&#8221;<\/p>\n\n\n\n<p>Furthermore, based on information provided by these organizations, the report notes that &#8220;many Baloch defendants are deprived of fair trial due to poverty, lack of identity documents, and lack of access to legal counsel; in some cases, sentences have been issued based on forced confessions.&#8221; In the section on structural discrimination, the report clarifies that &#8220;historical deprivation and systematic discrimination have left many Baloch without birth certificates (Shenasnameh),&#8221; which, according to the report, &#8220;limits their access to education, healthcare, and employment.&#8221;<\/p>\n\n\n\n<p>Under the cultural rights section, it is stated that &#8220;minority languages, including Baloch, are suppressed within the educational system and public spaces,&#8221; a matter recorded as one of the manifestations of discrimination against Baloch&#8217;s.
