<p>According to the Balochistan Human Rights Group, on Wednesday, April 8, 2026, two Baloch teenage citizens were arrested by security forces in the counties of Sarbaz and Chabahar. Additionally, about one month earlier, another citizen had been arrested by security forces and transferred to an unknown location. Despite follow-ups by their families, no clear information has been provided so far.The identities of these three Baloch citizens have been reported as:Abdulrahman Raisi, 17, son of Molavi Doost Mohammad Raisi, the Friday prayer leader of NasirabadAli Talatf, 17Both are from the village of Nasirabad in Sarbaz CountyHafiz Yasin Taj, 30, from Aliabad village in Sarbaz CountyAccording to the report, Abdulrahman and Ali, who were arrested on April 8 in the city of Chabahar by security forces, were transferred to Zahedan on April 18 after 10 days of detention in Chabahar.Hafiz Yasin Taj, who had been arrested about a month earlier in Sarbaz County, has been transferred to Ward 9 of Zahedan Central Prison. He is the brother of Molavi Abdulqayyum Taj, a Sunni writer, who has previously been repeatedly summoned and interrogated by security agencies.There is still no information available regarding the arresting authority, their exact place of detention, or the charges brought against these three Baloch citizens.According to collected data, at least 978 people were arrested in Balochistan during 2025. Among them, 394 individuals lacked identity documents or birth certificates. Additionally, 19 cases of group arrests were recorded, where more than one person was detained at the same time, and in 12 cases, more than five individuals were arrested in a single operation.</p>

<p> Amidst a surging wave of insecurity and the blatant violation of the right to life in Balochistan, reports indicate a horrific crime in the city of Gosht, Saravan County, resulting in the death of a young child under inhumane circumstances.</p>



<h3 class="wp-block-heading">Incident Details and Identification</h3>



<p>According to investigations by the <strong>Balochistan Human Rights Group</strong>, the victim has been identified as <strong>Fatemeh-Zahra Hosseinbor</strong>, 9 years old, daughter of Younes, and a resident of Gosht. Fatemeh-Zahra was abducted around 7:00 PM on Friday evening, April 17, 2026 (28 Farvardin 1405), in front of her residence by armed individuals driving a Peugeot Pars with no license plates.<br>After four days of disappearance and an exhaustive search by her family and local residents, her lifeless and mutilated body was discovered on April 20 (31 Farvardin) on the outskirts of the city, near a waste disposal site.</p>



<h3 class="wp-block-heading">Evidence of Torture and Inhumane Treatment</h3>



<p>Field reports indicate unprecedented cruelty in this case. Based on documentation obtained by the <strong>Balochistan Human Rights Group</strong>:</p>



<ul class="wp-block-list">
<li>The 9-year-old’s body was <strong>mutilated</strong>, with both of her hands severed.</li>



<li>Following the murder, the perpetrators <strong>set the body on fire</strong>. Due to the severity of the burns, the face was unrecognizable, and the family was only able to confirm her identity through markings on the soles of her feet.</li>
</ul>



<h3 class="wp-block-heading">Absence of Personal Grievance and State Responsibility</h3>



<p>According to relatives, Fatemeh-Zahra’s father is a bakery worker, and the family had no personal disputes or vendettas with any individuals or groups. This underscores the hypothesis that the crime stems from the prevailing climate of general insecurity.<br>The <strong>Balochistan Human Rights Group</strong> emphasizes that the free movement of armed, unlicensed vehicles in the city and the occurrence of such abductions in the early evening are clear signs of the security apparatus&#8217;s failure to fulfill its inherent duty to &#8220;ensure the safety of citizens.&#8221;</p>



<h3 class="wp-block-heading">Statistical and Legal Perspective</h3>



<p>This crime occurs as statistics recorded by this group for the year of 2025 show that, to date, 45 children in Balochistan have been killed or injured.</p>

<li><strong>Violation of the Convention on the Rights of the Child:</strong> According to Articles 6 and 19 of this convention, states are obligated to guarantee the right to life and protect children from all forms of physical violence and abuse.</li>

<p>According to a report by the Balochistan Human Rights Group, on Monday, April 13, 2026, two Baloch teenagers who had gone to graze their sheep near the village of Bonser in the border area of Kalgan County were targeted in a shooting by forces of the Islamic Revolutionary Guard Corps (IRGC) and lost their lives.<br>The identities of the two teenagers have been reported as Ali Sepahani, approximately 18 years old, son of Niroz, and Emran Sepahani, approximately 17 years old, son of Mohammad Noor. Both were residents of the border village of Bonser, located in Kalgan County.<br>According to the report, at around 7 a.m., the two teenagers had gone to the outskirts of the village in the Kalgan border area to graze their sheep when they were directly targeted by IRGC forces without prior warning. Emran Sepahani was struck by two bullets to the chest and died at the scene. Ali Sepahani, who was with him, was also injured by gunfire and left at the location.<br>Relatives of the two teenagers stated that Emran’s body was collected by military forces and transferred to the Kalgan border post. Ali, however, remained at the scene for several hours. Around noon, his relatives found him still alive and attempted to take him to the hospital, but he died on the way due to the severity of his injuries.<br>At the time of this report, no further information is available regarding the reason for the shooting by IRGC forces.<br>According to documented data compiled in 2025, direct shootings, raids on homes, explosions, and assaults on citizens by military and security forces in Balochistan have resulted in at least 173 people being affected. Of these, 107 lost their lives and 66 were injured, including women and children.</p>

<p>According to the Balochistan Human Rights Group, on Saturday, 28 February 2026, during the early hours—and approximately four hours after the onset of military hostilities between the United States, Israel, and the Islamic Republic of Iran—the “Shajareh Tayyebeh” girls’ primary school in Minab was struck by a missile. Based on consolidated final reports, at least 168 individuals were killed and 95 others injured in the attack, including approximately 110 children among those killed. This incident has been recorded as one of the deadliest attacks against an educational institution during the course of these hostilities.</p>



<p>In subsequent international reactions, Mr. du Plessis, a member of the United Nations Fact-Finding Mission on Iran, stated on 17 March that the body is seeking access to the site in order to conduct an independent investigation. According to him, the United Nations possesses credible reports confirming that at least 168 individuals—predominantly schoolgirls—were killed in the attack. He further emphasized that the investigation remains at an early stage, that no discussions have yet taken place with U.S. officials, and that the mission welcomes any information that may be provided. He also stressed the independence of the fact-finding process and confirmed that a formal request for access to Iran has been submitted.</p>



<p>Field assessments and supplementary reports indicate that the school was located adjacent to a facility affiliated with the Islamic Revolutionary Guard Corps (IRGC), identified as the “Seyyed al-Shohada” complex. Concurrently, independent evidence suggests that Iranian authorities have utilized civilian infrastructure—including schools, hospitals, and residential areas—for the deployment of military personnel and equipment. Such practices have effectively exposed civilians, particularly children, to direct risks arising from military operations.</p>



<p>Under the principles of international humanitarian law and relevant child protection frameworks—including the Convention on the Rights of the Child and rules governing the protection of civilians in armed conflict—the use of educational institutions and civilian spaces for military purposes, as well as the use of civilians as human shields, is strictly prohibited and constitutes a serious violation of international obligations. In this context, the placement of a military installation in proximity to a functioning school, or the use of such environments to shield military activities, gives rise to direct responsibility for the actors who made such decisions. Accordingly, given the presence of an IRGC facility adjacent to the school and the use of civilian environments for military purposes, the IRGC can be considered responsible for creating the conditions that exposed students to this deadly attack and, consequently, for the resulting humanitarian consequences.</p>



<p>In conclusion, this incident demonstrates that the militarization of civilian spaces and the placement of military assets near protected sites directly contribute to increased civilian casualties. Children, as one of the most vulnerable groups, have disproportionately borne the consequences. These circumstances underscore the urgent need for independent, impartial, and transparent investigations to establish accountability for all parties involved and to ensure justice and reparations for the victims.</p>

<p>Following an airstrike on a primary school in the city of Minab, Hormozgan province, which resulted in the deaths of at least 168 people, including more than 100 children, Amnesty International stated that the incident must be independently and transparently investigated and that those responsible must be held accountable.</p>



<p>Amnesty International also called on U.S. authorities to ensure that any investigation into the attack is conducted in an impartial, independent, and transparent manner.</p>



<p>According to the report, the attack occurred on the morning of February 28, 2026. Evidence gathered from videos, satellite images, and interviews with independent sources indicates that the airstrike directly hit the Shajareh Tayyebeh primary school building. As a result, a large number of civilians—including students, parents, and teachers—were killed or injured, and the school building and surrounding areas suffered extensive damage.</p>



<p>The report further states that at the same time as the school was struck, 12 additional buildings in a nearby compound, reportedly affiliated with the Islamic Revolutionary Guard Corps (IRGC), were also targeted using guided weapons.</p>



<p>Amnesty International noted that the school accommodated both boys and girls, with classes held on separate floors. The timing of the attack in the morning meant that many students were inside the building when the strike occurred.</p>



<p>In its assessment, the organization stated that available evidence suggests U.S. forces may have failed to take necessary precautions to minimize harm to civilians—an issue that, if confirmed, could constitute a serious violation of international humanitarian law.</p>



<p>It also emphasized that directly targeting a school building—even if it had previously been part of a military-related complex—raises concerns about reliance on outdated or inaccurate intelligence and a failure to adequately verify the nature of the target.</p>

<p>In joint U.S.-Israel airstrikes targeting Islamic Republic positions in the Balochistan region and surrounding areas, several counties were hit. The attacks began on Saturday, February 28, 2026 (9 Esfand 1404 in the Iranian calendar) and affected at least 8 counties, including Jask, Minab, Mehrestan, Lashar, Dashtiari, Chabahar, and Konarak.</p>



<p>Most of the strikes were directed at military sites such as bases, checkpoints, and air defense facilities. However, one of the most tragic and heartbreaking incidents was the direct targeting of a girls’ elementary school.</p>



<p>The girls’ primary school “Shajareh Tayyebeh” in Minab city, which had approximately 170 female students in the morning shift, was located adjacent to a military site affiliated with the IRGC (Islamic Revolutionary Guard Corps) and was struck during these airstrikes.</p>



<p>According to official reports, including a statement from the Minab prosecutor, at least 108 schoolgirls lost their lives in this attack, and many others were injured. A large number of children remained trapped under the rubble. Rescue and debris removal operations continued under extremely difficult conditions. This tragedy represents one of the heaviest civilian death tolls—especially among children—in these attacks.</p>



<p>In addition, in Konarak county several fishing boats belonging to local Baloch citizens were targeted, resulting in the deaths and injuries of a number of fishermen. Strikes on the Imam Ali military base, Gowatr checkpoint, and Pasabandar naval base in Chabahar also caused heavy casualties among military personnel, with some facilities—such as the Gowatr checkpoint—being almost completely destroyed.</p>



<p>These airstrikes resulted in the deaths and injuries of dozens of military personnel and ordinary civilians, a significant portion of whom were innocent children. Due to internet outages and communication restrictions, exact casualty figures across different areas are still incomplete. <p>According to the Balochistan Human Rights Group, today, Thursday, February 19, 2026 (corresponding to 30 Bahman 1404), a Baloch teenager was violently arrested by IRGC Intelligence forces on January 10, 2026 (20 Dey 1404) during popular protests in Azadshahr, Golestan Province. He was subjected to severe torture and then forced to make coerced confessions.</p>



<p>The identity of this Baloch teenager has been confirmed by the Balochistan Human Rights Group as <em>Abbas Niv (Bajizehi)</em>, 16 years old, son of Khodanazar, originally from Zahedan and resident of Azadshahr County in Golestan Province.</p>



<p>According to people close to the teenager, Abbas was arrested on the evening of January 10 in connection with the popular protests in Azadshahr. After being transferred to an IRGC Intelligence detention facility, he was subjected to severe torture for five days, during which he lost consciousness four times. He is currently being held in the Grgan Juvenile Correction and Training Center.</p>



<p>It is reported that Abbas’s family has made numerous attempts to retain a lawyer, but so far no lawyer has agreed to take on his case. Authorities have stated that the charge of “leading the protests” has been brought against him, and the judiciary has not yet provided the family with any clear information regarding the status of his case.</p>



<p>It should be noted that due to financial difficulties, Abbas had to drop out of school and was working as a laborer to help support his family’s living expenses.</p>



<p>According to the annual report of the Balochistan Human Rights Group (2025/1404), at least 978 individuals were arrested in Balochistan throughout the year 2025. Among these individuals, 394 were without any identity documents or birth certificates. During this period, 19 cases of group arrests were recorded in which more than one person was detained simultaneously, and in 12 cases, more than five individuals were arrested in a single operation.</p>

<p>According to the Balochistan Human Rights Group, today Wednesday, February 4, 2026, a Baloch teenager who was injured by gunshot to the leg by military forces during popular protests on the evening of Thursday, January 8, 2026, in Chabahar city, was subsequently arrested. After 27 days since his arrest, no clear information is available regarding his physical condition or place of detention; this situation has dramatically heightened concerns about the health and life safety of this teenager and left his family in complete uncertainty.</p>



<p>The identity of this Baloch citizen has been confirmed by reliable sources as <em>Mohammad Reza Derzadeh</em>, 15 years old, son of Alireza, resident of Chabahar.</p>



<p>According to sources, Mohammad Reza was shot by military forces near Imam Ali Hospital prior to his arrest and sustained injuries from pellet bullets in the leg area. Despite his physical condition, security forces proceeded to arrest this teenager.</p>



<p>Sources added: Since the time of his arrest, no official information has been provided about his place of detention, medical treatment status, or judicial proceedings. It remains unclear whether he is being held in detention facilities in Chabahar or has been transferred to Zahedan.</p>



<p>Sources fromBHRG have also reported severe pressure exerted by security institutions on the families of arrested individuals, including this teenager. These pressures include threats and restrictions imposed on the family to prevent them from pursuing information about their son or publicizing the case, further exacerbating their anxiety and psychological suffering.</p>



<p>The ongoing enforced disappearance, lack of accountability from responsible institutions, and pressure on families once again demonstrate structural disregard for the rights of arrested children and teenagers, as well as the severe consequences of this approach on the lives of families and the local community in Chabahar.</p>

<p>According to the Balochistan Human Rights Group, on the evening of Wednesday, 8 Bahman 1404 (equivalent to January 28, 2026), following a chase and indiscriminate shooting by naval/border guard forces toward a fuel-smuggling vehicle in the area of Sirik city and Tahroui village, a Baloch child was killed by gunfire. This action by the military forces sparked intense public anger, leading locals to stop the military vehicles, clash with the forces, and set their vehicles on fire.</p>



<p>The identity of the killed Baloch child has been confirmed by reliable sources as <em>Amirali Nourizadeh (Taherzehi)</em>, 9 years old, son of Abdullah, resident of Tahroui village, Sirik County.</p>



<p>According to sources, around 20:00, border guard forces in a Quik and a Samand vehicle were pursuing a car inside the village area and opened direct fire during the chase. One of the bullets struck Amirali, who was playing by the roadside, causing the child to die instantly at the scene.</p>



<p>Sources added: Following the shooting, the atmosphere in the area became extremely tense, resulting in clashes between local residents and security forces. Two vehicles belonging to the border guard forces — which had been involved in the pursuit of the fuel vehicle and the direct shooting inside the village — were set on fire by the public after the child’s death and the surge of public outrage.</p>



<p>It is reported that during the clashes, military forces also fired into the air, and one military personnel was injured in the course of these confrontations and transferred to hospital, with his condition described as critical.</p>

<p>On Monday, 5 January 2026, two Baloch adolescents were arrested by military forces in the city of Isfahan after leaving their place of residence and were transferred to an unknown location. More than forty-eight hours after their arrest, their families remain completely unaware of their whereabouts, physical and psychological condition, or the authority responsible for their detention. This prolonged lack of information has significantly heightened concerns, particularly given that both detainees are minors.<br>According to verified information, both individuals are under the age of 18. One of the detained adolescents is Omid Nikzad, approximately 16 years old, son of Abdolsamad, from the city of Paroud in Rask County. The other is Mohammadkarim Seydi, 17 years old, son of Shirmohammad, from the village of Bandan in Sarbaz County. Both adolescents had traveled to Isfahan for medical treatment. Their arrest was carried out without any official explanation or disclosure of the legal grounds for their detention.<br>Approximately thirty hours after the arrest, only one extremely brief phone call—lasting about one minute—was allowed for one of the adolescents to inform his family of his detention. Since that time, no further information has been provided, and repeated inquiries by family members have yielded no response.<br>The continued incommunicado detention, denial of access to legal counsel, lack of information regarding the place of detention, and disregard for the detainees’ age constitute serious violations of the rights of children. These circumstances raise grave concerns regarding breaches of fundamental fair trial guarantees, including the prohibition of arbitrary arrest, the presumption of innocence, and the right of families to be promptly informed of the detention of their children. Given the minors’ age, the failure to apply special protections required for children in contact with security and judicial authorities is particularly alarming.<br>It is important to note that due to inadequate healthcare infrastructure, lack of medical facilities, and shortages of specialized physicians in Balochistan, many patients are compelled to travel to central provinces for medical treatment. In this context, numerous reports have documented discriminatory, unlawful, and ethnically based profiling of Baloch citizens by military forces at checkpoints and security controls. The arrest of these two adolescents occurred within this broader pattern and may reflect a troubling practice of structural discrimination.<br>In light of these concerns, the relevant authorities must urgently disclose the location of detention, ensure the physical and psychological well-being of the two adolescents, and clarify the legal basis for their arrest. Immediate access to family members and independent legal counsel must be guaranteed. Upholding the fundamental rights of children, in accordance with domestic law and international human rights obligations, is an urgent and non-negotiable requirement.</p>
