Continued Rainfall and Flooding in Rudbarzamin and Giyavan-zamin; Escalating Risks to Life and Violation of Citizens’ Access to Basic Services

According to Balochistan Human Rights Group, on Wednesday, 17 , December 2025 videos received from various areas of Rudbarzamin and Giyavan-zamin show that following two consecutive days of continuous rainfall, heavy precipitation in the highlands has led to river overflows, flash floods, and the blockage of several main and secondary roads. This situation has severely disrupted safe travel and restricted residents’ access to essential services.

Based on these reports, access roads in several mountainous areas—particularly beyond the Mil-e Farhad Jazmourian area—have been completely cut off due to overflowing rivers, leaving these regions isolated from nearby cities. Power outages and the lack of mobile phone signal have also been reported, resulting in residents downstream of Mil-e Farhad being entirely unable to communicate with their families or emergency services. This represents a serious violation of the right to communication and timely emergency assistance.

Other videos document floodwaters entering villages, severe waterlogging of roads, and multiple traffic accidents throughout the day. Footage also shows vehicles trapped in flooded routes due to the absence of safety warnings, inadequate crisis management, and weak, non-resilient infrastructure. The swelling of rivers and the movement of large volumes of runoff toward dams are among other scenes captured.

The Balochistan Human Rights Group stresses that the recurrence of such crises once again exposes the profound shortcomings in infrastructure, the lack of preventive planning, delayed or absent early warnings, and the insufficient preparedness of responsible authorities to protect civilians’ lives and safety. These conditions not only pose a serious threat to life and physical security but also constitute a violation of citizens’ rights to safe access to transportation, communication networks, electricity, and emergency services.
