According to the Balochistan Human Rights Group, on Monday, July 7, 2025, a Baloch citizen named Zaher Balochi, residing in the nomadic areas of Khash County, shared documents and images detailing his three-decade-long struggle to obtain an ID card. He revealed the prolonged deprivation he and his family have faced in lacking official identity, a struggle that began at his birth in 1990 and continues to this day.
Based on the information received, Zaher Balochi has repeatedly attempted to register his identity and obtain an ID card, securing several official affidavits endorsed by tribal elders, council members, village heads, and local institutions. These documents explicitly confirm that he and his family are native residents of the region, Iranian nationals, and part of the Baloch community. Despite these efforts and documentation, the Civil Registry Office has provided no response.
Zaher Balochi told Rasanak’s reporter: “Since 1990, I’ve been chasing an ID card. No authority has responded. Now, out of fear of arrest, I haven’t gone to work for over twenty days, which has made my financial situation extremely difficult.”
A review of the submitted documents shows that he has even completed the administrative steps in the identity registration system, yet remains in complete limbo with no results. The lack of an ID card translates to a total denial of basic citizenship rights, including education, healthcare, employment, insurance, and access to aid during crises.
The systematic deprivation of native and Baloch individuals from basic rights through lack of identity is a deliberate policy of the Islamic Republic of Iran in Balochistan. This policy has trapped thousands of families in legal ambiguity, with profound psychological and economic consequences.
The indifference of relevant institutions to such cases is clear evidence of a discriminatory and inhumane system that not only fails to address these issues but also targets the very identity of native individuals by denying their lived reality
