According to the Balochistan Human Rights Group, on the evening of Sunday, April 6, 2025, security forces in Delgan County, dressed in civilian clothing and driving unmarked vehicles, opened fire without warning on a Baloch citizen riding a motorcycle. The victim died as a result of gunshot wounds.
The victim has been identified as Majid Emrar 23 years old, son of Pir Mohammad, a resident of Delgan County.
According to the report, Majid was riding his motorcycle through the village of Hosseinabad in Delgan when plainclothes officers opened fire on him without any prior warning. He was fatally shot, and the officers immediately fled the scene without providing any assistance.
It is reported that law enforcement officers in Delgan often patrol the area at night in civilian clothing and unmarked vehicles in an effort to extort money from local residents. This practice makes it difficult to distinguish them from armed criminals.
In the Sistan and Balochistan province, military and security forces routinely disregard official rules and protocols regarding the use of firearms. They often target residents—many of whom are farmers or herders—living in various parts of the province, especially near the border zones. These reckless and sometimes deliberate shootings result in hundreds of deaths each year. Legal efforts by victims’ families to seek justice are usually unsuccessful and abandoned without resolution.
