According to the Balochistan Human Rights Group, images received of “Elmira Narouei,” a child abuse victim tortured by her relatives, show that she has suffered deep wounds. This child, who was living in the home of her paternal relatives, had been kept away from her mother for a long time and was repeatedly subjected to beatings and violence during this period. According to obtained information, on *Friday, March 1, 2025, after the latest incident of torture, she was taken to *Khatam Al-Anbiya Hospital in Iranshahr for treatment.

Elmira Narouei, the daughter of Abdullah, known as Salam, has been under the guardianship of her paternal grandmother since her parents’ separation several years ago. Her paternal family prevented her from seeing her mother and subjected her to abuse multiple times during this period.

According to evidence and the child’s own statements, she was not only beaten but also recently had boiling water poured on her head and legs. Burn marks caused by a fork are visible on the soles of her feet. The severity of her injuries is so extreme that her eyes are swollen shut and she is unable to open them. It is reported that this child had previously been tortured for trivial reasons, including having her hand broken by her aunt, an incident that was hidden from her maternal family.

This situation persisted despite repeated requests from her maternal family, who had offered to take custody of the child if her paternal family was unable to care for her. However, not only did her paternal relatives reject these requests, but they also attempted to cover up the recent acts of torture.

According to Article 4 of the Law on the Protection of Children and Adolescents, any physical or psychological abuse or mistreatment of a child is considered a crime, and the perpetrators must face legal consequences. Furthermore, Article 3 of this law states that any form of negligence that endangers a child’s well-being is prohibited. Article 11 specifies that individuals who are aware of such cases but fail to report them will also be subject to punishment.

The lack of serious action against child abuse cases and insufficient oversight of children living in high-risk family environments contribute to the continuation of these horrific incidents. While existing laws explicitly emphasize the protection of children’s rights, in practice, many children continue to suffer from violence and injustice.
