According to the Balochistan Human Rights Group, in the early hours of Tuesday, January 7, 2025, security and military forces, using dozens of military and unmarked civilian vehicles, raided and surrounded areas of Nosratabad, a district in Zahedan. At least 38 residents, including several women, were arrested and transferred to Zahedan.
The identities of 20 of the detainees are as follows:

- Iman Narouei, 29 years old
- Milad Narouei, 20 years old, son of Jamshid
- Mehrshad Narouei, 19 years old
- Iman Narouei, 21 years old
- Mohammad Narouei, 32 years old, son of Siyakhan
- Fazl Ahmad Narouei, 39 years old, son of Shahpour
- Farshid Narouei, 28 years old, son of Nazar
- Safar Narouei, 35 years old, son of Marand
- Yasin Narouei, 29 years old, son of Abdulrahman
- Mahdi Narouei, 30 years old, son of Habibollah
- Azin Narouei, 28 years old, son of Khodayar
- Aminollah Narouei, 39 years old, son of Shah Mohammad
- Mohsen Narouei, 26 years old
- Aminollah Narouei, 41 years old, son of Seyed
- Mousa Narouei, 44 years old, son of Khodarahim
- Majid Narouei, 47 years old, son of Malang
- Abdul Hakim Bandor, 40 years old, son of Ahmad
- Abdul Hamid Bandor, 26 years old, son of Ahmad
- Iman Dehmardeh, 19 years old, son of Shahdad
All are residents of Nosratabad. The identities of other detainees remain unknown at this time.
According to reports, at approximately 2:00 a.m., dozens of military vehicles, including Toyota Hilux trucks and unmarked civilian cars, carrying security and military forces in plainclothes, stormed Nosratabad. They surrounded the area and attacked homes, subjecting residents to beatings and insults, before arresting at least 38 Baloch citizens, including several women, and taking them to an undisclosed location.
It has been reported that during the raid, security forces caused fear and panic among families, destroyed household belongings, and inflicted verbal and physical abuse on residents.
The reasons behind this large-scale raid and the mass arrests of Baloch citizens—most of whom belong to the Narouei clan—remain unclear. However, some families have been unofficially informed that the detainees are accused of “activities against the regime.”
The mass and violent arrests of citizens, especially without judicial warrants or clear charges, are a blatant violation of human rights. According to Article 32 of the Constitution of the Islamic Republic of Iran, any detention must be carried out with an official and written warrant issued by a judicial authority, and the reasons for the arrest must be communicated to the detainee. Furthermore, under Article 5 of the Universal Declaration of Human Rights, no one shall be subjected to torture or cruel, inhuman, or degrading treatment or punishment.
