According to the Balochistan Human Rights Group, on Wednesday, July 3, 2024, military forces directly shot at an empty fuel carrier vehicle at the Rutek border in Khash County without prior warning, resulting in the death of the fuel carrier driver.

The identity of this citizen has been revealed as Nour Mohammad Barahouei (Kouhi Zehi), a married resident of Zahedan.

Fuel carrying is one of the few jobs many Baloch citizens in various parts of Balochistan are forced to take up due to the lack of suitable and stable employment opportunities. This occupation often comes with risks such as accidents, vehicle overturns, and direct shootings by military and security forces.

According to an annual report, in 2023, at least 321 fuel carriers were killed or injured due to direct shootings by military forces, road accidents, shootings by unknown armed individuals, floods, and fires.
