In his final report, Javaid Rehman described the human rights situation in Iran as “extremely alarming,” citing a 43 percent increase in the issuance and implementation of executions in Iran in 2023.

He stated, “Despite serious concerns expressed by me and the international community, the execution of children continues in Iran, and at least one execution was reported in 2023. The UN Special Rapporteur on Human Rights regarding Iran also explicitly referred to the issuance of illegal sentences against citizens, torture in prisons, and the deprivation of prisoners’ access to lawyers as restrictive measures by the Iranian judiciary against citizens.

The situation of national and religious minorities, human rights activists, political, civil, and labor activists, and women in Iran has also been described as severe and critical by Javid Rahman. He expressed concern about the execution of Baloch and Kurdish citizens on charges related to drugs and political security, as well as the extrajudicial killings of Baloch fuel carriers and Kurdish kolbars by the Islamic Republic of Iran.

In this report, the imposed restrictions on women in Iran are explicitly referred to as “gender apartheid,” and “mandatory hijab laws,” as well as “ongoing suppression, discrimination, and the use of more oppressive and violent police methods against girls and women opposing mandatory hijab,” are among the signs of this gender apartheid.
